The History
Hallmarks was established in 2003 as a research project by EEDA, ESF and the Eastern Region Learning Partnerships to assess the impact of learning initiatives in the East of England and to understand the factors that contributed to their success.
This research examined the evaluation practice of 45 projects, and undertook more than 200 participant interviews.
It lead to the development of the Hallmarks ‘Executive Summary’ reporting format.
The project also developed a powerful, searchable database to provide access to a steadily increasing bank of case studies.
The Future
Hallmarks has continued to move forward and is now part of the Keystone Development Trust, where it operates as a not-for-profit business unit specialising in the provision of evaluation services across the Eastern Region and beyond.
Hallmarks has further strengthened its services by pursuing ever closer links with The Research Centre at City College Norwich, providing access to research staff with experience across the full spectrum of evaluation skills and methodologies.
The online database now hosts executive summaries of evaluations from more than 50 different organisations, with the number continuing to grow.
Hallmarks will continue to develop its evaluation services, and will be offering training courses in evaluation and a free downloadable toolkit.
